Robert C. Willis

Willis has had the requisite practical experience as a patrol officer/deputy, "SWAT" team member, field training officer, departmental training officer, defensive tactics coordinator, recruit academy and in-service academy instructor, professional officer survival instructor and lecturer and a litigation consultant. He still currently works on patrol, part-time in the Milwaukee, Wisconsin area and as a sworn Deputy Sheriff in Brown County (Green Bay, Wisconsin).  Mr. Willis is also a full-time instructor and trainer at the Northeast Wisconsin Technical College (“NWTC”) Tactical Training Complex. He is responsible for the instruction and training of Law Enforcement personnel, Corrections, Probation & Parole agents, “special response” teams and instructor development programs at a multi-million dollar tactical facility located on the “NWTC” campus.  He also teaches academic courses in the Law Enforcement Associate Degree program and the Recruit Academy.          

The law enforcement instructional career of Mr. Willis has spanned over 25 years in which he has trained federal, state and local agencies and officers, the United States Military as well as professional private security agents, public service employees and private citizens.          

Bob is certified in a host of tactical and procedural law enforcement topics. This blend of educational and occupational background as well as instructional experience provides the foundation for expertise and his services.  Based upon this combination, Mr. Willis is often called upon to serve as a litigation consultant and “expert witness” and he has testified in Federal, State and Municipal Courts, Grand Jury Hearings, Coroner’s Inquests as well as Police Administrative and Disciplinary Hearings to explain and analyze the actions of officers. Very often Verbal Judo principles and techniques are part of his testimony. He also is a co-author and master instructor of the "Defensive and Arrest Tactics” program of the State of Wisconsin and he has been responsible for training and updating instructors for Police and Sheriff's agencies throughout the State of Wisconsin. He has trained for the State of Wisconsin Department of Corrections / Division of Community Corrections, has trained, and certified defensive tactics instructors for the Division of Probation and parole.           

For more than a decade, Mr. Willis traveled the United States and Canada with the Calibre Press, Inc.  "Street Survival” Seminar and trained in excess of 10,000 officers per year. His continued relationship in active law enforcement and “hands-on” instruction keeps Mr. Willis contemporary with the needs of current Law Enforcement agencies and their officers.

Mr. Willis contributes articles to national publications. He contributes articles to www.PoliceOne.com and has done several videos for them. Mr. Willis creates and provides academic and realistic "hands on" training programs that allow officers to translate training into their duty assignments by using state of the art training methodology and equipment.  He is able to communicate to officers, supervisors, and administrators and to the public and to articulate the complex issues facing law enforcement in today's environment. He is often consulted and interviewed by the media, especially after critical events. 

Bob is a Verbal Judo instructor having the honour to have received his training from Dr. George Thompson. He has assisted Dr. Thompson in the presentation of the Verbal Judo Instructor Course. Consulting services are available to provide solutions to workplace challenges and the development of special programs for police, corrections, military, security and educational organizations. Expert witness services are available.
